Offline Mode for Government Scheme Applications

Scheme application portals - PM-Kisan, scholarship forms, ration card updates - routinely time out or lose form data on a weak connection, which is exactly the connectivity most rural applicants have. Let the form be filled offline and submitted as a single sync once a connection is available, the way offline-first apps already work elsewhere.

Lost a PM-Kisan application to a dropped connection at a CSC center once. This would have saved a full day of travel to redo it.
